RULES OF THE ASSOCIATION 2011
MEMBERSHIP RULES
M1. The owner, driver and person in charge of the vessel or craft must be insured against legal liability for accidental injury or damage to, or to the property of, members of the public in a sum not less than £1,000,000.00
M2. All boat owners who tow skiers (includes kneeboards, wakeboards and towed inflatables) must be members of British Waterski and must comply with the BWS Safety Recommendations, Regulations and Rules for Safe Water Skiing.
This is compulsory for all the above members as HBOA is affiliated to the BWS.
M3. Members owning Jetskis/PWCs must ensure their craft is registered with DATATAG and display the number on their craft.
M4. Members and persons that they allow to drive their craft, must hold a qualification to drive that craft. For PWCs the minimum qualification is RYA Certificate of Competence. For powered boats over 6 hp the minimum qualification is RYA powerboat Level 2 or BWS Ski Boat Drivers Award (SBDA).
M5. Members must agree to abide by the safety codes of conduct and safety recommendations for Boats, Water skiing, and Jet skiing, as may be published by relevant Authorities e.g. BWS, KL&WN COUNCIL. And must agree to abide by the Pleasure Boat bylaws, the Jet Ski Code of Guidance and the rules of the Association.
M6. New members must be approved by the committee.
M7. Membership of HBOA includes spouses and children less than 18 years or in full-time education.
M8. All sharing partners (using or owning) in a craft must also be members of HBOA.
M9. Any member launching a craft without meeting the requirements of membership is liable to have their membership terminated.
M10. All new members will pay a joining fee of £25 in addition to the annual membership fee. (2009)
M11. Correctly completed membership renewal forms and fees are to be received by the Membership Secretary before 1st April each year. Members whose renewal paperwork fails to arrive before this date will have to re-apply for membership and pay the joining fee as well as the annual membership fee. (2009)
M12. Members are required to sign a Declaration of Insurance to verify the continuous required insurance cover for their craft whilst a member of HBOA.(2009)
M13. A valid KL&WN Council Launch Permit must be held for any and all craft that a member owns. (2009)
M14. The owner of any boat stored in the compound that has not been used for 12 months (without a valid reason) will forfeit their space and have to remove the craft from the compound.(2011)
SAFETY RULES
S1. All boats to carry an anchor, spare rope and paddle.
S2. Flares must be carried to be used in an emergency only.
S3. Life jackets to be worn by all non-swimmers and be available to all on board craft.
S4. All boats must carry orange and red flags at all times and employ a competent observer when skiing (including kneeboards wakeboards, towed inflatables).
S5. Orange flag to be raised when skier in the water and not ski-ing.
S6. Red flag to be displayed if broken down or in difficulties.
S7. All boats must carry a fire extinguisher.
S8. No ski-ing or jet ski-ing within 200m of the beach.
S9. Within 200m area - 8mph speed limit (MARITIME LAW). Boats and jet skiers must go straight out and return between marker buoys and not at an angle before skiing.
S10. Skiers (including kneeboards, wakeboards, towed inflatables) must not be dropped onto or towed off the beach.
S11. Committee member must be informed if going out for long periods.
S12. Any member should report to Safety Committee if any boat is missing after the tide has gone out.
S13. Keep a watchful eye on children in rubber dinghies and other water users and give suitable assistance when necessary.
S14. Only one launch vehicle and craft on the slipway at any one time.
S15. Tractors to be insured and in A1 condition in relation to brakes and all legal requirements.
S16. In the event of a serious accident, ensure someone dials 999 for an ambulance and also informs the Coastguard. (The car park attendant has an emergency radio if necessary). Also ensure the association chairman is informed.
S17. No jerrycans of petrol to be left/kept on the beach.
S18. No craft may be driven in a dangerous manner or without due care and attention or without reasonable consideration for other persons/water users.
S19. All boats and jet skis must give way to windsurfers and sailing craft.
S20. Members will not “push” trailers, by coupling to the front of tractors, i.e. tow only. Unless specific proof of insurance cover for this use is available for inspection.
S21. Members will not allow passengers to ride on trailers, including towed boats and PWCs etc. whilst on the ramp or the inclines approaching the ramp.
S22. Trailers must be attached to the towing vehicle with a safety chain/strap that is capable of holding the trailer in the event of a disconnection from the towing vehicle. *The craft must also have a safety link to the trailer in addition to the winch strap.
GENERAL RULES
G1. All boats, jet skis, tractors and trailers must display the Boat Owners membership number and current sticker (sticker optional on trailer).
G2. No craft to be launched before 8.30 am.
G3. Launching and recovery is restricted to within 75m either side of the ramp, in line with the black/white flags or from the ramp at high-water. No vehicles are permitted on the beach outside this restricted zone.
SECURE COMPOUND RULES
C1. The compound must be kept locked at all times (includes whilst launching craft).
C2. Only members who have been allocated a space in the secure compound may use the compound.
C3. Members with tractor only spaces in the compound, must park tractors and trailers in the car park whilst their craft is being used.
C4. All members who have not been allocated a space in the compound must use the car park for parking of tractors and trailers. (this has been agreed with the council and no charge will be made as long as current HBOA stickers are visible on the vehicle and trailer).
C5. No cars/vans etc. to be left in the compound.
C6. Access and/or keys to the compound must not be given to non-members.
C6. Members must only park in their own allocated space.
C7. Spaces in the secure compound will be allocated on a priority system based primarily on the need for boat security and length of membership and then on the need for tractor security.
C8. The compound is for the storage of boats and tractors only.
C9. All craft and tractors parked in the compound must be maintained in working order and kept fully insured.(2009)
C10. All craft and tractors in the compound must remain free to move. It is not permitted to lock equipment to the fence. Hitch locks and wheel clamps on boat trailers are allowed if a duplicate key is deposited with a compound officer to facilitate movement of equipment if necessary.(2009)
C11. Only boat and tractor owners may hold keys to the compound.(2011)
FAILURE TO ADHERE TO THESE RULES MAY LEAD TO MEMBERSHIP OF HBOA BEING WITHDRAWN.
